Born on August 27, 1980 in Karaganda.

In 2001, he graduated with honors from the Faculty of Law. In 2006, he was awarded a Master of Laws degree.

He has over 23 years of experience in his specialty.

During this time, he worked as a lawyer, head of the legal department in various private organizations (including with foreign participation), was a partner in the law firm “RS & Partners” (Karaganda).

Since 2011, he worked as the head of the legal department of a large Kazakhstani holding company engaged in the collection of ferrous scrap metal throughout Kazakhstan and its subsequent sale, including for export, including overseeing licensing issues, claims and litigation, real estate registration, customs and currency legislation, corresponded with the central government bodies of Kazakhstan, Russia, the EEC, etc.

From that moment on, he concurrently served as Deputy Chairman of the Association “Republican Union of Industrialists of Secondary Metallurgy”, which unites the largest scrap metal collecting enterprises of Kazakhstan. In this position, he oversaw legal issues of the domestic secondary metallurgy industry, and was the initiator of many legislative proposals that were subsequently adopted by the state.

In 2015, he founded the law firm “SION & Partners”.

During his work, Maxim Sukhoterin initiated a proposal to exempt turnover from VAT on scrap and waste ferrous metal sales, which was subsequently approved and included in the Tax Code of the Republic of Kazakhstan.

Maxim Sukhoterin has extensive experience in conducting civil cases in all judicial instances, including the Supreme Court of the Republic of Kazakhstan, coordinated legal proceedings in Russia, etc.

He has a number of scientific publications.
